[논평] 학살 국가 이스라엘과 협력 늘리는 윤석열 정부를 규탄한다

윤석열 정부가 이스라엘의 잔학 행위에 침묵하면서 이스라엘과의 교류와 협력을 확대하고 있다.

지난 7월 16일 산업통상자원부는 이스라엘 혁신청과 공동으로 ‘2024년 한국-이스라엘 이노베이션 데이’를 개최했다. 이스라엘의 기업과 대학 30곳, 한국 기업 70여 개가 참석했다. 역대 최대 규모다.

뿐만 아니라 이튿날 17일에는 과학기술정보통신부, 산업통상자원부, 국방부 등 정부 부처가 공동주최한 ‘2024 무인이동체산업엑스포’ 컨퍼런스에서 아사프 리브네 주한 이스라엘 대사관 국방무관이 무인 로봇과 드론, 전쟁을 주제로 기조연설을 하기까지 했다.

이 같은 이스라엘의 반인륜적 범죄 행위에 대한 국제적 공분이 켜켜이 쌓여가는 가운데, 지난 5월에는 국제사법재판소(ICJ)가 라파흐 공격 중단을 “명령”하고(1월에는 인종 학살 행위 방지 명령), 국제형사재판소(ICC) 검사장 카림 칸이 네타냐후 등에 대한 체포 영장을 청구하는 등 이스라엘의 전쟁 범죄 혐의가 제기됐다. 지금 이스라엘은 외교 무대에서 유례없는 고립을 겪고 있다.

그런데 윤석열 정부는 인종 학살자 이스라엘과 손잡고 그들의 전쟁 범죄에 눈감고 있는 것이다.

이스라엘의 첨단산업과 기술은 이스라엘 국가가 군사력 강화를 위해 적극적으로 육성한 부문이다. 미국은 그에 필요한 기술과 막대한 자금을 지원해 왔다. 이스라엘이 중동에서 군사적 우위를 유지하고 팔레스타인인들의 저항을 억누르려면 첨단산업의 뒷받침이 필요하기 때문이다.

그동안 정부의 지원 속에 한국 기업들은 이스라엘과의 기술 협력을 적극 늘려 왔다. 양국 정부는 2001년 이후 9300만 달러를 공동 투자해 206건의 기술개발 과제를 지원했다. 지난해 6월에도 산업통상자원부는 이스라엘과의 기술협력 증대는 윤석열의 정책 방향을 구체화한 것이라면서 자화자찬한 바 있다.

한국 기업들은 항공기를 생산하는 이스라엘 국영 방산업체 IAI와 드론을 개발하고 합작회사를 설립했고, 산업통상자원부는 이것을 우수사례로 내세웠다. 그러나 IAI가 만드는 무인기, 전투기 등은 모두 이스라엘의 가자 침공 등 팔레스타인인 공격에 활용되고 있다.

지난 9개월, 이스라엘은 3만 8000여 명의 팔레스타인인들을 학살했다. 폭격한 건물 잔해 아래에 아직 깔려 있는 실종자들과 사상자들은 짐작하기 어려울 만큼 많다. 어린이 2만 1000여 명이 실종됐고, 임산부 수만 명이 심각한 굶주림 상태에 처해 있다.

이스라엘의 첨단 기술을 탑재한 무기들이 지금의 잔혹한 인종 학살에 활용되고 있음은 말할 필요도 없다. 예컨대, 유럽-지중해 인권 감시단의 보고서에 따르면 이스라엘군은 정보 목적으로만 사용하도록 제한되었던 소형 쿼드콥터 무인기를 이번 전쟁에서 체계적이고 광범위하게 사용해 민간인을 고의적으로 살해하고 있다. 분쟁 전문가들은 이스라엘의 인공지능(AI) 표적 시스템 ‘라벤더’, 카메라와 총을 탑재한 무인기 등 첨단 기술의 사용이 이번 전쟁의 충격적으로 높은 사망자 수를 설명할 수 있다고 말한다.

한국 정부와 기업들이 이스라엘의 기업들과 손잡는 것은 팔레스타인인들을 억압하는 이스라엘 국가의 핵심 기능과 제휴한다는 뜻이다.

The yoon suk-yeol government has been expanding cooperation with Israel while remaining silent on Israel’s atrocities.

On July 16, the South Korean Ministry of Trade, Industry and Energy(MOTIE) jointly hosted the “Korea-Israel Innovation Day 2024” with the Israel Innovation Authority. 30 Israeli companies and universities and 70 Korean companies attended, the largest ever.

On the following day, Asaf Livneh, Defense Attaché from the Embassy of Israel in Seoul, delivered a keynote speech on unmanned robots, drones, and warfare at the ‘Unmanned system World Congress 2024’ conference, which was co-hosted by the Ministry of Science and ICT, the Ministry of Defense, and MOTIE.

The international outcry over Israel’s crimes against humanity has been mounting, with the International Court of Justice (ICJ) “ordering” a halt to the Rafah offensive in May (and in January, an order to prevent acts of genocide) and the International Criminal Court (ICC) chief prosecutor Karim Khan seeking an arrest warrant for Netanyahu and others. Israel is now facing unprecedented isolation on the diplomatic stage.

Yet the Yoon administration has chosen to partner with genocidal state of Israel and turn a blind eye to their war crimes.

Israel’s high-tech industry and technology are sectors that the Israeli state has actively cultivated to strengthen its military power. The US has provided the necessary technology and massive funding because Israel needs the backing of high-tech industries to maintain its military dominance in the Middle East and stifle Palestinian resistance.

With support from the government, South Korean companies have been actively increasing their technological cooperation with Israel. Since 2001, the two governments have jointly invested $93 million to support 206 technology development projects. In June of last year, MOTIE touted the increased cooperation with Israel as the embodiment of Yoon Suk-yul’s policy direction.

South Korean companies have developed drones and established joint ventures with Israeli state-owned defense contractor IAI, which produces aircraft, which MOTIE touted as the best practice. However, the drones, fighter jets, and other products made by IAI have all been used to attack Palestinians, even in Israel’s ongoing invasion of Gaza.

In the past nine months, Israel has massacred more than 38,000 Palestinians. The number of missing and injured still lying beneath the rubble of bombed buildings is hard to fathom. More than 21,000 children are missing, and tens of thousands of pregnant women are facing severe starvation.

It goes without saying that Israel’s high-tech weaponry is being utilized in this brutal genocide. For example, according to a report by the Euro-Mediterranean Human Rights Watch, the Israeli military is systematically and extensively using small quadcopter drones, previously restricted to intelligence purposes, to deliberately kill civilians in this war. Conflict experts say the use of advanced technology, including Israel’s artificial intelligence(AI) targeting system, known as the Lavender, and drones equipped with cameras and guns, may explain the war’s shockingly high death toll.

When South Korean governments and companies partner with Israeli companies, they are partnering with the core function of the Israeli state to oppress Palestinians.

We strongly condemn the yoon suk-yeolgovernment for collaborating with war criminal Israel!
