연세대학교 당국이 2026년 등록금 인상을 일방적으로 통보했다. 등록금심의위원회의 학생 위원들 전원이 반대했음에도 학교 당국은 등심위의 구조적 비민주성을 이용해 외국인 유학생 6%, 내국인 3.19% 인상안을 통과시켰다.
등록금은 이미 너무 높다. 교육부에 따르면 연세대 신촌캠퍼스의 2025년 평균 등록금은 944만 원, 미래캠퍼스는 906만 원으로, 신촌캠 등록금은 종합대학 중에서 전국 1위이고, 미래캠의 인상률은 전국 1위이다.
지난해 학교 당국은 ‘재정난’ 때문에 교육환경 개선이 어렵다면서 등록금을 4.98% 인상했다. 당국의 우는 소리와는 달리 연세대는 2024년에만 적립금을 365억 원이나 늘렸다.(2023년 6,182억 원 → 2024년 6,548억 원) 전국 대학들 중 가장 많은 액수다.
학교 곳간이 채워지는 동안 우리 교육과 노동자 처우는 나아졌는가? 2024년에 당국은 적립금 1,535억 원을 쓰겠다고 했지만, 그중 45%만 사용했다. 반면에 적립금은 애초 계획보다 34% 초과 적립했다.
등록금 인상은 비단 연세대만의 일이 아니다. 사립대들이 줄줄이 등록금 인상 계획을 내놓고 있다. 이미 많은 학생들이 학업과 아르바이트를 병행하고, 저임금∙비정규직 일자리에서 사회 생활을 시작하는 현실에서 등록금 인상은 학생들의 오늘뿐 아니라 미래마저 걱정으로 짓누를 것이다.
사립대학들의 이런 뻔뻔한 행보는 이재명 교육부의 규제 완화 기조 덕에 가능했다. 교육부는 등록금을 동결하거나 인하한 대학의 학생들만 국가장학금 2유형 혜택을 받을 수 있도록 한 간접 규제를 2027년부터 폐지할 예정이다. 또한 대학들에 보내는 공문에서는 등록금 동결을 요청하는 문구가 3년 만에 빠졌다.
이재명 정부는 윤석열의 친위 쿠데타를 막아낸 2030 청년들을 ‘빛의 혁명’ 주역이라고 칭송해놓고선 뒤통수를 때린 것이다. 이런 정부의 배신적 행보는 더 나은 사회를 기대하며 행동에 나섰던 청년들에게 실망과 환멸을 키울 것이다.
대학 재정이 위기라면 정부가 재정을 지원해 질 높은 고등교육을 누릴 수 있도록 보장해야 한다. 그런데 이재명 정부는 핵잠수함 도입과 국방비 증액 등 군비 강화에는 천문학적 돈을 쾌척하면서, 대학 재정의 부담은 대학생들에게 떠넘기고 있다.
연세대의 학생회와 비상대책위원회는 학우들의 고통을 키울 등록금 인상을 저지하기 위해 항의에 나서야 한다. 학생의 의견이 손쉽게 무시될 수밖에 없게 설계된 등록금심의위원회에 참석하는 것만으로는 부족하다. 많은 대학들이 등록금을 인상하려 하는 만큼, 여러 대학에서 공동 항의 행동을 벌이고 많은 학생들이 여기에 힘을 보태야 한다.
2011년, 경제위기 속 대학들의 등록금 인상 시도에 맞서 학생들은 서명운동, 학생총회, 점거, 수업 거부 운동을 벌였다. 대학 당국들은 학생들의 분노에 떠밀려 등록금을 동결하거나 인상률을 내려야만 했다. 등록금 인상은 결코 불가피한 일이 아니다.

Oppose the Tuition Hike at Yonsei University
The Student Council and the Emergency Committee Must Take Action in Protest
The Yonsei University administration has unilaterally notified students of a tuition increase for 2026. Even though all student members of the Tuition Deliberation Committee opposed it, the administration exploited the committee’s structurally undemocratic setup to push through a plan to raise tuition by 6 percent for international students and 3.19 percent for domestic students.
Tuition is already far too high. According to the Ministry of Education, the average tuition in 2025 was 9.44 million won at Yonsei’s Sinchon Campus and 9.06 million won at the Mirae Campus. Sinchon’s tuition ranks first nationwide among comprehensive universities, and the Mirae Campus’s rate of increase is the highest in the country.
Last year, the university administration raised tuition by 4.98 percent, claiming that “financial difficulties” made it hard to improve the educational environment. Contrary to this sob story, Yonsei increased its reserves by as much as 36.5 billion won in 2024 alone (from 618.2 billion won in 2023 to 654.8 billion won in 2024). This is the largest amount among universities nationwide.
While the university’s coffers were being filled, did our educational conditions and the treatment of workers improve? In 2024, the administration said it would spend 153.5 billion won from its reserves, but it used only 45 percent of that amount. Meanwhile, it accumulated reserves 34 percent above the original plan.
The tuition hike is not only a Yonsei issue. Private universities are rolling out tuition-increase plans one after another. In a reality where many students already juggle classes and part-time jobs and begin working life in low-wage, non-regular positions, a tuition hike will weigh on students not only today but also with anxiety about their future.
Such brazen moves by private universities have been made possible by the Lee Jae-myung Ministry of Education’s deregulatory stance. The Ministry plans to abolish, starting in 2027, an indirect regulation under which only students at universities that froze or lowered tuition could receive benefits under Type II of the national scholarship program. In addition, in official notices sent to universities, a request to freeze tuition has disappeared for the first time in three years.
The Lee Jae-myung government praised the young people in their 20s and 30s who stopped Yoon Seok-yeol’s praetorian coup as the protagonists of the “Revolution of Light,” only to stab them in the back. This betrayal will deepen disappointment and disillusionment among young people who took action in the hope of a better society.
If university finances are in crisis, the government should provide funding to guarantee high-quality higher education. Instead, while the Lee Jae-myung government lavishes astronomical sums on military expansion such as introducing nuclear-powered submarines and increasing defense spending, it is shifting the burden of university finances onto students.
Yonsei’s Student Council and Emergency Committee must take action in protest to block a tuition hike that will intensify students’ hardship. Merely attending the Tuition Deliberation Committee, which is designed so that students’ opinions can be easily ignored, is not enough. Since many universities are seeking to raise tuition, joint protest actions across multiple universities are necessary, and many students must lend their strength to them.
In 2011, in response to universities’ attempts to raise tuition amid an economic crisis, students organized signature campaigns, general student assemblies, sit-ins, and class boycotts. University administrations, pushed by students’ anger, were forced to freeze tuition or reduce the rate of increase. A tuition hike is by no means inevitable.
