“No troops to join the war” is a sham — South Korean goverment must not send troops to the Strait of Hormuz!

“No troops to join the war” is a sham —
South Korea must not send troops to the Strait of Hormuz!

We must not be fooled by Lee Jae-myung’s statement that ‘there will be no deployment of troops to intervene in the war’. In fact, at a press conference last Friday, Lee Jae-myung treated the deployment as a done deal. He stressed the key justifications for the deployment—namely, ‘the protection of South Korea’s merchant ships, oil supply routes and citizens’—and, citing the Red Sea where ‘activities by Yemeni forces have intensified’, stated that he was considering stepping up the operations of the Cheonghae Unit.

The following day, in response to a New York Times report claiming that Lee Jae-myung had rejected the deployment request, the Blue House immediately clarified that “it was not a rejection”. Foreign Minister Cho Hyun also conveyed to US Secretary of State Rubio South Korea’s willingness to make a substantive contribution in the Strait of Hormuz.

The government’s claim that its plan does not involve sending troops to intervene in the war is a blatant lie. The government is currently in discussions with the US, which is directly involved in the conflict, on how to provide military contributions. The Strait of Hormuz is the key battlefield in the war with Iran. As such, sending troops to the Strait of Hormuz under the name of ‘supporting freedom of navigation’ is nothing but an act of aiding the US, which is desperate to diminish Iran’s control over the Strait. Hoping for the security of energy transport routes whilst participating in the escalation of the war by the US and Israel is like pouring oil on a fire and hoping it will go out.

Furthermore, expanding the Cheonghae Unit’s duties also means that a warship could be deployed to the Strait of Hormuz. The ROKS Wang Geon, currently deployed to the Gulf of Aden as part of the Cheonghae Unit, is a 4,400-tonne warship. Should the unit’s operational scope be broadened, this vessel could be sent to the Strait of Hormuz. In January 2020, the former Moon Jae-in administration dispatched the Cheonghae Unit to the Strait of Hormuz by widening its operational scope without the consent of the National Assembly. It is hardly conceivable that this South Korean warship, once deployed to the Strait of Hormuz, would conduct operations independently without cooperating with the US military command. The Red Sea is not unrelated to the war with Iran either, as the Houthis, who are supported by Iran, are blockading the Red Sea.

Therefore, the claim that this deployment is for the ‘protection of merchant ships, oil transport routes and the public’ rather than ‘involvement in war’ is a sham, and it is a despicable act to use the name of the people as an excuse to take part in a war of aggression.

The price of entering the war will be paid by the people of the Middle East and Iran, as well as by ordinary people in South Korea. Joining the war also means supporting the oppression perpetrated by Israel and the US, which have been massacring Palestinians for the past three years. The only thing the South Korean public stands to gain is the stigma of being labelled ‘American mercenaries’ in the Middle East and a lasting resentment that will persist even after the war.

The deployment is in the interests of the South Korean rulers

Trump is using the South Korea–US negotiations and inter-Korean and North Korea–US relations as leverage, whilst the People Power Party is also actively calling for the deployment of troops. As expected of the party that originally represented the South Korean ruling class; who have long built their power and wealth through the South Korea–US alliance and even pushed for the deployment of troops to Vietnam.

However, the Lee administration is not deploying troops merely because of pressure from Trump, right-wing politicians, or certain members of its own cabinet.
The Lee administration seeks to secure core interests of South Korean capitalism (such as the security of key oil supply routes, South Korea–US trade deal negotiations and the acquisition of nuclear submarines) by leveraging its participation in the war in Iran. The Korean ruling class has long sought to expand its military influence abroad in line with its growing economic power. Lee Jae-myung intends to use this opportunity to strengthen South Korea’s capacity for negotiation with the US and to raise the country’s international standing by engaging in an overseas war. In other words, this is not merely a case of giving in to US pressure, but rather an attempt to participate in the US’s imperialist war for the interests of South Korean capitalism. The ‘national interest’ of which Lee Jae-myung speaks is the interest of the ruling class. To view this simply as a surrender to external pressure is to discharge Lee of his responsibility.

The government is currently facing a serious crisis. It has failed miserably in its core promises of ‘putting an end to the insurrection’ and ‘social reform’: the very reasons it came to power. And now, having shifted to the right on all manner of issues, it is seeking to join the US’s imperialist war against Iran, thereby eroding its own base of support. In particular, there is a mass defection among progressive voters and the younger generation.

Some within the movement fear that confronting Lee Jae-myung will only benefit the far right and the People Power Party. However, it is not the struggle against the Lee administration that gives confidence to the far right and the People Power Party, but rather this government’s own betrayal of reform and its shift to the right. It was the grassroots struggle of the people that prevented President Yoon’s imposition of martial law and the rise of the far right.

Rather than making appeals to the government, we must build pressure from below that the government cannot ignore. To quote the German revolutionary Karl Liebknecht, ‘The main enemy is at home.’ We must build an anti-war movement that the Lee Jae-myung government will have reason to fear.
