미국 국무장관 블링컨 방한 규탄한다

11월 8~9일, 미 국무장관 앤터니 블링컨이 한국에 와 대통령 윤석열을 만난다. 미국의 후원 하에서 이스라엘이 인종 학살을 벌이는 상황에서 미국의 최고위직이 한국에 오는 것이다.

현재 이스라엘의 인종 학살로 인해 팔레스타인인 1만 명이 넘게 죽었다. 유엔은 “재앙을 넘어선 수준”이라고 지적했다. 우리는 이스라엘의 인종 학살을 지원하는 미국 정부의 국무장관 블링컨을 환영하지 않는다!

전쟁 발발 직후 미국 정부는 이스라엘에 스마트 폭탄 1000발 등 무기를 지원하고 두 개 항공모함 전단을 보내는 등 군사적 지원을 아끼지 않았다. 10월 18일 미국 대통령 바이든은 직접 이스라엘을 방문해 이스라엘 총리 네타냐후를 끌어안으며 변함없는 지지를 약속했다.

미국 정부는 이스라엘의 전쟁 수행에 방해가 될까 봐 모든 유엔 휴전 결의안에 반대했다. 일시적 교전 중단이 필요하다는 말을 했지만, 가자 침공 계획에 차질을 주지 않는 선에서 전투를 잠깐 중단하자는 제안일 뿐이다.

그런데 많은 언론들은 미국이 날뛰는 ‘경비견’ 이스라엘을 통제하지 못해 쩔쩔매는 착한 ‘견주’처럼 묘사한다. 그러나 이는 사태를 오도하는 것이다. 미국은 ‘경비견’이 다칠까 걱정할 뿐, 이스라엘이 열망하는 피의 응징을 반대하는 게 결코 아니다.

블링컨은 하마스를 제거할 때까지 전쟁이 지속돼야 한다고 주장했다. 지난 주말 블링컨은 아랍 국가 외교 장관들에게 이렇게 말했다. “지금 휴전하면 하마스가 전열을 재정비해 테러를 반복할 것이다.”

그리고 이스라엘군은 하마스의 ‘테러’와 관련돼 있다며 가자 지구의 병원, 학교, 구급차까지 공격하고 있다. 이스라엘 극우 정치인들은 ‘무고한 가자 주민은 없다’고 떠들고 있다.

이처럼 인종 학살을 벌이고 공모하는 이스라엘과 미국이 팔레스타인의 정당한 저항을 ‘테러’로 몰고 있다. 그러나 조선의 홍범도와 독립군이 식민 점령자에 맞서 싸운 것이 “테러”인가? 이런 정당한 저항을 학살로 응수하는 것이 ‘자유’, ‘민주주의’인가? 테러를 자행하고 있는 것은 이스라엘이고, 미국이 이를 지원∙비호하고 있다.

이스라엘은 팔레스타인에 유대인만의 국가를 건설하려고 그 땅에서 먼저 살던 아랍인들을 강제로 내쫓으며 건설한 국가다. 이스라엘의 점령과 강탈이 이 모든 폭력과 비극의 근원이다. 그곳은 원래 아랍인과 유대인 등 여러 인종이 공존하던 곳이었다.

그리고 미국 권력자들은 이스라엘이 건국된 이래 중동 패권을 위해 이스라엘에 아낌없는 군사적∙재정적 지원을 해 왔다. 현재 미국 정부는 이스라엘을 후원하며 새로운 제국주의 전쟁을 벌이고 있다.

최근 유출된 이스라엘 정보 기관 문서는 이스라엘 정부에도 참여 하고 있는 이스라엘 극우가 이 전쟁을 ‘제2의 나크바’를 추진할 기회로 보고 있음을 보여 준다. 이참에 팔레스타인인들을 가자에서 이집트 시나이 사막으로 대거 쫓아내려는 것이다.

대통령 윤석열은 이런 블링컨을 만나 팔레스타인 문제를 논의할 것이다. 윤석열 정부는 ‘하마스 테러에 대한 규탄이 없다’는 이유로 유엔 휴전 결의안 표결에 기권했다. 미국과 이스라엘을 편 든 것이다. 이런 자들의 만남은 추악 그 자체다.

이뿐만이 아니다. 블링컨은 인도-태평양 일대에서 벌이는 중국과의 경쟁에서 자기 동맹과의 굳건함을 보여 주는 일환으로도 한국에 오는 것이다.

블링컨은 도쿄에서 열리는 주요 7개국(G7) 외교장관회의에 참석하고 서울에 온다. 블링컨은 곧 열릴 미중 정상회담을 앞두고 아시아의 핵심 동맹국인 일본과 한국과의 공조 모습도 보여주려 하는 것이다.

그러나 이미 남중국해를 중심으로 지정학적 갈등도 점증하는 중이다. 블링컨과 윤석열의 만남은 우리가 사는 동아시아, 우크라이나, 팔레스타인 모두에 해로울 것이다.

지난 주말 10만 명이 모인 미국 워싱턴의 팔레스타인 연대 시위에서는 이런 구호가 터져 나왔다. “Biden, Biden, you can’t hide! We charge you with genocide!” (“바이든, 바이든, 너는 숨을 수 없다! 우리는 대량 학살 혐의로 너를 고발한다!”)

블링컨은 가는 곳마다 항의 시위를 맞닥뜨리고 있다. 튀르키예에서는 시위대가 블링컨이 도착할 예정인 미 공군 기지 앞까지 몰려가 미국 정부의 학살 지원을 규탄했다.

한국에서도 블링컨은 마찬가지로 항의에 직면해야 한다. 윤석열과 블링컨의 추악한 만남을 규탄한다. 그리고 팔레스타인인들의 저항에 연대하자.

We condemn US Secretary of State Blinken’s Visit to S. Korea

On November 8-9, US Secretary of State Antony Blinken will be in S. Korea to meet with President Yoon Seok-yul. One of the highest-ranking U.S. officials traveling to S. Korea while Israel is committing genocide under US auspices.

More than 10,000 Palestinians have been killed in the current Israeli genocide. UN has called it “beyond catastrophic.” We do not welcome Blinken who supports Israel’s genocide!

Immediately after the war broke out, the US government provided Israel with weapons, including 1,000 smart bombs, and military support, including sending two carrier strike groups. On October 18, US President Biden visited Israel and embraced Israeli Prime Minister Netanyahu, pledging his unwavering support.

The US government has opposed all UN ceasefire resolutions, not wanting to interfere with Israel’s ability to wage war. US says that temporary pause is needed, but it only a proposal to pause the fighting without disrupting the planned invasion of Gaza.

Media portrays the United States as a nice dog “owner” unable to rein in a rampaging “watchdog” Israel. But this misrepresents the situation. The US is only worried about hurting the dog, not opposing the bloody retribution that Israel craves.

Blinken has argued that the war should continue until Hamas is eliminated. Last weekend, Blinken told Arab foreign ministers. “If we call a ceasefire now, Hamas will regroup and carry out further attacks.”

And the Israeli military has been attacking hospitals, schools, and even ambulances in Gaza, accusing them of being linked to Hamas’s “terrorism”. Israeli far-right politicians are proclaiming that there are no innocent Gazans.

Israel and the US are complicit in this genocide and are labeling Palestinian legitimate resistance as “terrorism”. But was it “terrorism” when Korean independence army and the general Hong Beom-do fought against Japanese colonial occupiers? Is it “freedom” or “democracy” to respond to such legitimate resistance with massacres? It is Israel that is perpetrating terrorism, and the United States that is supporting and defending it.

Israel was created by forcibly evicting the Arabs who lived on the land in order to create an exclusively Jewish state in Palestine. Israel’s occupation and theft are at the root of all this violence and tragedy. It was originally a multiracial place where Arabs and Jews coexisted.

And since its founding, the US power that have lavished military and financial support on Israel in its quest for the hegemony in the Middle East. Until now, the US government is backing Israel in a new imperialist war.

Recently leaked Israeli intelligence documents show that the Israeli far right, which is in the Israeli government, sees this war as an opportunity to push for a “second Nakba”.

Korean President Yoon Seok-yul will meet with Blinken to discuss the Palestinian issue. Yun abstained from voting on the UN ceasefire resolution because of its lack of condemnation of Hamas terrorism. He sided with the United States and Israel. This meeting is ugly as hell.

It doesn’t stop there. Blinken is also coming to S. Korea as part of a showing their solidarity with his allies in the competition with China in the Indo-Pacific region.

Blinken is coming to Seoul after attending the Group of Seven (G7) foreign ministers meeting in Tokyo. Blinken is also showing off its coordination with key Asian allies Japan and S. Korea ahead of the upcoming U.S.-China summit.

But geopolitical tensions are already rising in the South China Sea. A meeting between Blinken and Yun would be harmful to all of us in East Asia, Ukraine, and Palestine.

Last weekend, 100,000 people gathered in Palestine solidarity rally in Washington, D.C. and chanted “Biden, Biden, you can’t hide! We charge you with genocide!”

Blinken has faced protests everywhere he has traveled. In Türkiye, protesters denounced the U.S. government’s support for genocide and marched to the US air base where Blinken was scheduled to arrive.

In S. Korea, Blinken should face similar protests. We condemn this ugly meeting between Yoon and Blinken. We stand in solidarity with the Palestinian resistance.
