이스라엘-팔레스타인 전쟁이 벌어진 지 6개월, 주한 이스라엘 부대사 버락 샤인이 언론과 한 인터뷰에서 자신들은 “이 전쟁을 강요받았다”며 전쟁과 학살의 책임을 회피하고, 모든 책임을 하마스에게 돌렸다(〈뉴스1〉 4월 10일자). 주한 이스라엘 대사관의 SNS 계정 ‘한국 안의 이스라엘’은 뻔뻔스럽게도 ‘#누가 전쟁을 시작했는지’라는 해시태그를 만들었다.
그러나 이스라엘의 프로파간다는 더는 잘 먹히지 않는다. 지난 6개월 동안 전 세계 수많은 사람들이 이스라엘의 만행을 목격했고, 팔레스타인 문제가 2023년 10월 7일에 시작된 것이 아니라는 사실을 알게 됐다.
이스라엘의 반인륜 범죄는 1948년 시온주의자들이 팔레스타인 땅에 살고 있던 아랍인들을 죽이고 내쫓아 유대인만의 배타적 국가인 이스라엘을 건국하면서 시작됐다. 당시 시온주의 무장 조직이 벌인 잔혹한 폭력으로 인해 아랍인 주민 100만 명 중 75만여 명이 피란해야 했다. 팔레스타인인들은 이를 ‘나크바(아랍어로 대재앙)’라고 부른다.
그 후 76년간 수많은 팔레스타인인들이 난민이 됐고, 일부는 이스라엘의 일상적 탄압∙인종차별∙봉쇄∙공습을 겪으며 살아 왔다. 빼앗은 땅 위에서 지배를 유지하기 위해 이스라엘은 잔혹한 폭력과 체계적 인종차별에 기대 왔다.
버락 샤인은 이스라엘이 개전 이후 가자지구에 구호 트럭 2만 1000대를 들여보내 민간인 피해를 줄이기 위해 노력했다고 주장한다. 과연 누가 이것이 사실이라 믿을까?
국제사법재판소(ICJ)는 지난 1월 인종학살 방지 명령을 내린 데 이어, 3월 28일 “가자 지구에 기근이 이미 시작됐다”고 경고하면서 “긴급히 필요한 기본 서비스와 인도적 지원이 방해 받지 않고 지원되는 데 필요한 모든 조처를 지체 없이 취하라”고 이스라엘에 명령했다.
3월에 발간된 세계식량계획(WFP)의 보고서를 보면 가자지구 주민의 절반인 110만 명이 치명적인 기아 상태에 놓여있다. 가자지구 북부의 2세 미만 어린이 3명 중 1명은 급성 영양실조 상태다. 미국의 고위 관료(국제개발처장)도 “가자지구는 이미 기아 상태”라 인정했다.
이스라엘은 4월 1일 가자지구에 구호 물품을 전달하던 월드센트럴키친(WCK) 소속 직원 7명을 살해한 것이 ‘비극적 사고’라고 변명했지만, 유엔 인권특별보고관 프란체스카 알바네세는 이것이 가자 지구의 기아 상황을 악화시키기 위한 “의도적 살해”라고 지적했다.
버락 샤인은 ‘민간인 피해를 최소화 하느라 불가피하게 전쟁이 길어졌다’는 황당한 주장도 늘어놓았다. 병원∙학교∙난민촌을 폭격하고 기아를 무기로 사용하면서 민간인 피해를 줄이려 애썼다니, 어불성설이다.
국제적 고립 겪는 이스라엘
팔레스타인인들의 저항과 전 세계 팔레스타인 연대 운동의 성장 때문에 이스라엘은 압도적인 무장력과 미국 등 서방의 재정∙군사적 지원을 등에 업고도 전쟁에서 승리하지 못하고 있다. 저항 세력은 팔레스타인인들 속에 깊이 뿌리를 내리고 있다.
그래서 이스라엘은 더욱 악랄하고 파괴적인 전쟁 범죄를 일삼으며 인종 학살 의도를 분명하게 드러내 왔다. 라파흐에 지상군을 투입해 인종 학살을 완전히 실행할 기회마저 엿보고 있다.
이스라엘과 이들의 편에 선 미국은 국제적 팔레스타인 연대 운동의 물결 속에서 고립을 겪고 있다. 3월 25일 유엔 안전보장이사회에서 미국만이 기권해 휴전 결의안이 통과된 것은 이런 상황을 반영한다.
글로벌 팔레스타인 연대 운동의 일부로서 한국에서도 반년 넘게 매주 팔레스타인 연대 집회가 열리고 있다. 서울뿐 아니라 등 여러 지역으로 집회가 확산됐고, 대학 캠퍼스와 노동조합에서 팔레스타인의 진실을 알리고 이스라엘의 인종 학살을 규탄하는 강연회와 홍보전이 이어지고 있다.
이스라엘은 악화된 여론을 무마해 보려고 갖은 애를 쓰고 있다. 이스라엘 대사관은 각국에서 이를 위한 첨병 구실을 하고 있다.
주한 이스라엘 대사관은 언론과 대학 강연회 등을 이용해 인종 학살을 두둔하고, 팔레스타인 연대 집회에 ‘유대인 혐오’ 낙인을 찍으려 시도했다.
그러나 주한 이스라엘 대사 아키바 토르는 인천의 한 대학에서 강연을 하다가 해당 대학 학생들과 지역 주민들의 항의에 부딪혔다. 여론전의 일환으로 만든 ‘서울 불바다’ 영상은 분단 국가인 한국인들의 불안감을 악용했다가 여론의 지탄을 받고 금세 비공개 처리해야 했다.
이런 반응들은 이스라엘 대사관이 이 땅에서 환영 받는 존재가 결코 아니고, 오히려 규탄의 대상임을 보여 줬다.
이미 세계 여러 나라에서 이스라엘 대사∙대사관 추방과 이스라엘과의 국교 단절 요구가 터져 나오고 있다. 보름 넘게 이어진 요르단 수도 암만의 팔레스타인 연대 시위에서는 주요르단 이스라엘 대사관 추방을 요구했다. 브라질 정부는 인종 학살 규탄의 의미로 주이스라엘 브라질 대사관을 철수시켰다.
인종 학살을 정당화하는 주한 이스라엘 대사관을 규탄한다. 이들은 이 땅에 있을 자격이 없다.

Israeli embassy dodging responsibility for genocide.
Israeli embassy in Korea must be expelled.
Six months into the Israeli-Palestinian war, Israel’s deputy ambassador to South Korea, Barak Shine, told the media that Israel was “forced into this war” and blamed Hamas for the war and massacres (News1, 10 April). The Israeli Embassy’s social media account ‘Israel in Korea’ shamelessly created the hashtag ‘#WhoStartedTheWar’.
But Israel’s propaganda has lost its credibility. Over the past six months, millions of people around the world have witnessed Israeli atrocities and learned that the Israel – Palestine conflict did not begin on 7 October 2023.
Israel’s crimes against humanity began in 1948, when Zionists killed and expelled the Arabs living in Palestine to create the exclusive Jewish state of Israel. The brutal violence unleashed by Zionists displaced 750,000 of the 1 million Arab inhabitants of the land, which Palestinians refer to as the Nakba (Arabic for catastrophe).
Since then, many Palestinians have become refugees, some living under daily Israeli repression, apartheid, blockades, and raids for 76 years. Israel has resorted to brutal violence and systemic racism to maintain its control over stolen land.
Barack Shine claims that Israel has sent 21,000 aid trucks into Gaza since the start of the war in an effort to reduce civilian casualties. No one would believe it.
The International Court of Justice (ICJ), which issued a genocide prevention order in January, warned on 28 March that “famine has already begun in Gaza” and ordered Israel to “take all necessary measures without delay to ensure that urgently needed basic services and humanitarian assistance are provided without hindrance”.
According to a report by the World Food Programme (WFP) published in March, half of Gaza’s population, 1.1 million people, are struggling with catastrophic hunger. One in three children under the age of two in northern Gaza is acutely malnourished. Even a senior US official (the US Agency for International Development) has acknowledged that “Gaza is already starving”.
Israel has excused the killing of seven World Central Kitchen (WCK) workers delivering aid to Gaza on 1 April by saying it was a “tragic accident”, but Francesca Albanese , UN Special Rapporteur on Human Rights, said it was a ‘deliberate killing’ to exacerbate the hunger situation in Gaza.
Barack Shine also made the absurd claim that “minimising civilian casualties has inevitably prolonged the war”. It is absurd to suggest that Israel was trying to minimise civilian casualties by bombing hospitals, schools and refugee camps and using starvation as a weapon.
Israel faces international isolation
Despite its overwhelming armed forces and the financial and military support of the West, including the United States, Israel is not winning the war due to the resistance in Palestine and the growth of Palestinian solidarity across the world. The resistance is deeply rooted among Palestinians.
As a result, Israel has committed increasingly vicious and destructive war crimes, making its genocidal intentions more explicit. It is even looking for an opportunity to commit genocide by launching ground offensive on Rafah.
Israel and its allies have been diplomatically isolated by a wave of international Palestinian solidarity. This was reflected in the 25 March UN Security Council vote on a ceasefire resolution, with the US abstaining.
As part of the global Palestinian solidarity movement, weekly Palestinian solidarity rallies have been held in South Korea for over half a year. The rallies have spread from Seoul to other parts of the country, and meetings and campaign stalls have been held on university campuses and in labour unions to tell the truth about Palestine and condemn Israel’s genocide.
Israel has been trying to deflect the negative publicity. The Israeli embassies around the world are playing a key role in this effort.
The Israeli Embassy in South Korea has used the media and university lectures to gloss over the massacre and attempted to brand Palestinian solidarity rallies as “anti-semitism”.
The Israeli ambassador to South Korea, Akiva Tor, gave a lecture at a university in Incheon, which faced with protests from students and local residents. The “Seoul on Fire” video, which was part of a public relations campaign to exploit the anxieties of South Koreans living in divided country, was quickly withdrawn from public view, faced with public condemnation.
These reactions demonstrated that the Israeli embassy is not a welcome in this country, but rather a target of condemnation.
Calls for the expulsion of Israeli ambassadors and embassies and the severing of diplomatic relations with Israel have already erupted in many countries around the world. For more than a month, Palestinian solidarity protests in the Jordanian capital of Amman have called for the expulsion of the Israeli embassy in Jordan. The Brazilian government closed the Brazilian embassy in Israel to condemn the genocide.
We condemn the Israeli embassy for justifying genocide. Israel embassy in Korea must be expelled.
